The Institute of Electrical and Electronics Engineers (IEEE) has announced a new initiative aimed at addressing a persistent challenge in professional governance: low voter turnout. For the upcoming annual elections, the organization's Tellers Committee will implement a reward system designed to encourage regional sections to drive member participation. Rather than relying solely on traditional appeals to civic duty, the committee is introducing financial incentives for the groups that successfully mobilize the highest percentage of their eligible voters.
Under the newly established guidelines, the competition is structured across three distinct tiers based on section size to ensure smaller chapters compete on a balanced playing field. Large sections, defined as having over 1,501 eligible voters, will compete for a $1,000 prize in each region. Medium sections, ranging from 501 to 1,500 members, offer a $600 reward, while small sections with 500 or fewer members feature a $400 prize for the top-performing chapter in each designated geographic region.

The Tellers Committee retains complete jurisdiction over the administration, rule enforcement, and final determinations of the incentive program. While financial rewards for institutional voting participation are relatively unconventional in professional societies, the move highlights a growing recognition that passive membership often translates to low engagement in leadership selections.
